To specify the project-wide default required fMAX:

If you have not already done so, create a new project or open an existing project.
Choose Settings (Assignments menu). Shortcut
In the Category list, select Clocks under Timing Settings.
Under Specify circuit frequency as, select Default required fmax.
In the Default required fmax box, type the value of the default required fMAX and select a time unit from the list. More Details
If you want to include external delays to and from device pins in fMAX calculations, turn on Include external delays to and from device pins in calculations, and specify the default external delays.
If you want to cut off all instances of certain timing paths, cut timing paths.
Click OK.
To specify project-wide tSU, tH, tCO, and/or tPD timing requirements:

In the Category list, select Other Requirements & Options under Timing Settings.
Under Delay requirements, type the project-wide delay requirement(s) in the tsu, th, tco, and/or tpd boxes, respectively, and select a time unit in the list. More Details
