You open this dialog box by attempting to make an assignment in the Last Compilation floorplan.

Allows you to either back-annotate the Compiler's assignments and then edit the Current Assignments floorplan, or edit the floorplan without back-annotating the Compiler's assignments. The Last Compilation floorplan is not editable, and clicking OK opens the editable Current Assignments floorplan. To avoid receiving this dialog box in the future, you can open the Current Assignments floorplan.
