Allows the Compiler to skip the fitting stage of during the smart compilation when you make design changes that may change the timing requirements of the design. This option is supported only for Stratix™ PLL parameter changes and takes affect only if the SMART_COMPILE_STRATIX_PLLS variable is turned on.
