Determining if ROB is full
DRR will accept ALL or NONE of the instructions from the fetch unit
- Need at least EUMAX free entries in the ROB
HEAD pointer should be pointing at first free entry
- Start at HEAD - if EUMAX consecutive entries are free, then the ROB is not full
Determination if the CRS is full is done in a similar manner
