More Details About Running a Timing Analysis without Recompiling
If you are using timing-driven compilation and change any settings or source files that affect timing-driven compilation, the Quartus® II software asks you whether you want to recompile before running a timing analysis. You can click Yes to recompile and then run a timing analysis, or you can click No to run a timing analysis without incorporating the timing-driven compilation-related changes. If you re-run Timing Analysis after changing the device speed grade, the Timing Analyzer automatically updates the delays for the new device speed grade, without recompiling the design.
