The order of the libraries in the Libraries list is important because the Compiler or Simulator searches the libraries in the order specified. Any time you add or remove a library from the Libraries list, ensure that the libraries continue to appear in the order in which you want them to be searched.
When you compile or simulate a project, the Compiler or Simulator searches the directories for the logic represented by a Block Symbol File (.bsf) or AHDL Include File (.inc) in the following order:
Project directory
User library directories
.\quartus\libraries directory and all of its subdirectories.
