Ignore SOFT Buffers logic option

A logic option that ignores SOFT buffers that are instantiated in the design.

This option is ignored if it is applied to anything other than an individual SOFT buffer or a design entity containing SOFT buffers. This option is available for all Altera^® devices supported by the Quartus^® II software.
