The Quartus® II software requires that you have a valid license file, license.dat, for each server that supports a multi-user network license or for each node-locked license.
If you are using the Altera® Synthesis and Simulation software included with Altera software subscriptions, and/or the MAX+PLUS® II software, you must specify the license file using the Windows NT or Windows 2000 System control panel or the Windows 98 autoexec.bat file.
You cannot specify a license file while compiling or simulating a design, or while building applications in Software mode.
