The total number of I/O pins for each package described in the device selection guides in Quartus^® II Help does not include dedicated clock pins, dedicated fast I/O pins, or dedicated Excalibur^™ I/O pins. The total number of I/O pins listed in a Compilation Report does include dedicated clock pins, dedicated fast I/O pins, and dedicated Excalibur I/O pins. The Compilation Report may therefore show more available I/O pins than a message in the Messages window.
